Afghanistan Cricket Board (ACB) is the sole independent governing body for managing, organizing and development of Cricket (Men and Women) in Afghanistan. The game of cricket was officially established in 1995 in Afghanistan. It was granted affiliate membership by the International Cricket Council (ICC) in 2001, associate membership of the Asian Cricket Council (ACC) in 2003 and full membership of International Cricket Council in June 2017. Afghanistan has its National Cricket Teams playing among top 10 cricketing countries of the world.
The Human Resources Manager is a key leadership role responsible for overseeing all aspects of human resources management within ACB. This includes recruitment, employee relations, performance management, training and development, compensation and benefits, contract management, and ensuring compliance with labor laws and organizational policies. The HR Manager will collaborate closely with ACB’s senior management to develop and implement HR strategies that are aligned with the organization's mission, vision, and strategic objectives.
Recruitment and Staffing
Develop and implement recruitment strategies to attract and retain top talent.
Manage the entire recruitment process, including job postings, candidate screening, interviewing, selection, and onboarding.
Collaborate with department managers to identify staffing needs and develop accurate job descriptions.
Ensure all recruitment activities comply with ACB’s policies and procedures.
Human Resource Information Management System (HRMIS)
Ensure timely updates of all personnel records, including personal details, positions, salaries, appraisal outcomes, leave records, training, and awards.
Manage and maintain the HRMIS, ensuring data accuracy, integrity, and confidentiality.
Contract Management
Oversee the administration of employees and players’ contracts, including negotiation, drafting, execution, and enforcement, ensuring that all agreements are executed in line with ACB’s standards and objectives.
Monitor and ensure compliance with all contractual obligations, addressing any issues as they arise.
Employee Relations
Foster a positive work environment that promotes employee engagement, satisfaction, and retention.
Address employee grievances, conflicts, and disciplinary issues promptly and fairly, in accordance with ACB policies.
Develop and implement initiatives to enhance organizational culture and employee morale.
Serve as a mediator between employees and management to resolve workplace issues and maintain harmony.
Conduct exit interviews and analyze feedback to identify trends and areas for improvement.
Performance Management
Develop and implement a comprehensive performance management system aligned with ACB’s strategic goals.
Conduct regular performance appraisals and provide constructive feedback to employees.
Ensure the performance appraisal process is fair, transparent, and linked to organizational objectives.
Work with department managers to set clear, achievable performance goals and objectives for employees.
Provide guidance to managers on performance improvement plans and link performance outcomes to salary reviews, promotions, and training needs.
Training and Development
Identify organizational and individual training needs and develop targeted training programs to enhance employee skills and competencies.
Organize and coordinate the delivery of training sessions, workshops, and professional development programs.
Monitor and evaluate the effectiveness of training initiatives, making adjustments as necessary to achieve desired outcomes.
Promote a culture of continuous learning and professional growth within the organization.
Compensation and Benefits
Oversee the administration of the organization’s compensation and benefits programs, ensuring competitiveness within the market.
Conduct regular salary reviews in coordination with ACB management to maintain market alignment.
Develop and implement employee recognition and reward programs to motivate and retain staff.
Ensure compliance with labor laws and regulations related to compensation and benefits.
HR Policy Development and Compliance
Develop, review, and update HR policies and procedures to reflect best practices and legal requirements.
Communicate policies and procedures to all employees and ensure adherence to these documents.
Provide expert advice and guidance to management on HR-related matters.
Stay informed of changes in labor laws and HR best practices to ensure ongoing compliance.
Strategic HR Planning
Collaborate with ACB management and the board to develop and implement HR strategies that align with ACB’s strategic objectives.
Conduct workforce planning and analysis to ensure the organization’s staffing needs are anticipated and met.
Provide HR insights and strategic recommendations to management on organizational development and efficiency.
Lead HR projects and initiatives aimed at improving organizational effectiveness and employee satisfaction.
Reporting and Documentation
Prepare and present regular reports to ACB management, detailing key metrics, activities, and outcomes.
Participate in senior management meetings as required, providing HR insights and recommendations.
Maintain accurate, up-to-date HR documentation and records, ensuring the confidentiality and security of employee information.
Ensure that all HR documentation is properly stored and easily accessible to authorized personnel.
Education: Master’s degree in Human Resource Management, Business Administration, or a related field is required.
Experience: A minimum of 5-7 years of progressive HR experience, with at least 3 years in a managerial role. Experience in the sports industry, particularly cricket, is highly desirable.
