The rise of cricket in Afghanistan over the last decade has been an extraordinary story in the world of sports. The rapid growth of cricket in the country and the simultaneous success of the National Cricket Team has resulted in cricket being the most popular sport in Afghanistan. Cricket fans across Afghanistan and beyond have developed immense interest in the game of cricket and the National Cricket Team’s participation in both domestic and international cricketing events is closely followed and draw large crowds at the grounds and followers on Television, print media and the internet.
The Afghanistan Cricket Federation was established in 1995 and Afghanistan was granted affiliate membership by the International Cricket Council (ICC) in 2001. Afghanistan was granted associate membership of the Asian Cricket Council (ACC) in 2003. The president of the country issued a decree on 2nd June 2009 which made Afghanistan Cricket Board (ACB) an independent governing body for the development and promotion of the game of cricket in the country. In 2013, Afghanistan was granted Associate Member status of ICC following notable progress in different areas of administration and development of the game. Afghanistan obtained Full Membership of ICC in June 2017 to become one of the 12 Full Member nations.

System development head provides Mission-wide support for strategic planning, strategy development, program and activity design, budgeting, and serves as the in-house subject matter expert and key advisor regarding international programs and will provide input on policy matters.

Duties and Responsibilities

Ensure implementation of the ACB policies and strategies in close coordination with the M&E team and head of departments.

Assist in linking all ACB departments with the existing mechanisms and provide recommandations for the development of system.

Develop the System development framework with the associated tools and procedures

Ensure compliance of programmatic activities with the approved project log-frames, and propose revisions and improvements

Provide monthly system development reports and provide recommendations to improve implementation

Assist in analysis of department level outputs’ contribution to overall outcomes depending on the department design and the results chain

Introduce and ensure adherence to results-based management (RBM) approach to implementation

Quarterly Progress Reports against department’s Results Framework  
 Compilation of Data
 Data Analysis
 Data integration
 Report accurate release
Lead and facilitate Third Party Monitoring (TPM) on behalf of the ACB departments.

Work with MIS and Database sections to identify and highlight areas of improvement.

Develop systems for collating and compiling lessons-learned and implementing them across departments

Establish networks with other development actors and potential partners to accurately establish baselines and measure progress against them

Prepare ACB annual report.

Show an eagerness to take on any other tasks assigned by the line manager

Skills

3. Excellent computer skills, particularly in Microsoft word and Excel E
4. Level IV (Fluent) speaking/reading of English language and Level IV (Fluent) speaking/reading of Dari and Pashto language is required. (English language ability will be tested).
5. Excellent communication and personnel management Skills. 
6. Ability to work under heavy work load and healthy/tidy behavior. 
7. Familiarity with existing laws and regulations applicable to the personnel management aspects of the ACB staff.

Qualifications

Master’s degree in public administration, business administration,
8 years of relevant experience in the implementation and/or management of system development activities
